Temporary residents of Quebec
Temporary residents of Quebec, such as foreign students or temporary foreign workers, may apply for Canadian permanent resident status under certain conditions. If you are a temporary resident and wish to reside permanently in Quebec as a skilled worker, you must apply for a Quebec selection certificate (Certificat de sélection du Québec or CSQ). As part of this process, temporary residents must choose between the Quebec experience program (Programme de l'expérience québécoise or PEQ) and the Regular Skilled Worker Program.
